The ICAO Council, in whose work the Italian Permanent Delegation regularly participates, addressed various issues concerning the safety, efficiency, and sustainable development of international civil aviation.
During the session, the Council adopted a broad regulatory package, approving 16 amendments to the ICAO Annexes, in particular concerning:

  • Annex 2 – Rules of the Air
  • Annex 4 – Aeronautical Charts
  • Annex 6 – Operation of Aircraft
  • Annex 10 – Aeronautical Telecommunications
  • Annex 11 – Air Traffic Services
  • Annex 13 – Aircraft Accident Investigation
  • Annex 15 – Aeronautical Information Services
  • Annex 16 – Environmental Protection

At the same time, the Council’s work continues on the issue of interference with satellite navigation systems (GNSS Radio Frequency Interference). This phenomenon represents a growing challenge for global air traffic safety and remains a priority on the Organization’s technical agenda.
The session also saw progress in preparations for the upcoming Air Transport Conference (ATConf/7), a key event for defining future global policies on connectivity, sustainability, and the economic development of air transport.Among the most relevant issues addressed by the Council is also the recent crisis in the Gulf. In this context, the ICAO Council adopted a decision condemning Iran for violations of airspace and the illegal use of unmanned aircraft systems against civil infrastructure, highlighting the serious risks to civil aviation safety. The official ICAO statement calls for compliance with the obligations set out in the Chicago Convention and the principles of international law.
