The 238th session of the ICAO Council concluded on 26 June. During the proceedings, which were structured as usual in an initial preparatory and discussion phase within the Council Committees, followed by a final political phase, the Council adopted several amendments to Annex 17 \u2013 Security aimed at strengthening aviation security while at the same time facilitating connectivity between States.<\/p>\n
As part of the implementation of the regulatory framework already established for the environment, the Council continued discussions on measures to encourage and accelerate financing for air transport decarbonization projects and the production of Sustainable Aviation Fuel (SAF) through the Finvest Hub, the ICAO platform containing a catalogue of potential projects, developed also with contributions from States, including Italy, within the framework of ACT-SAF. Preparations for CAAF\/4 were also initiated.<\/p>\n
Having reached the 128 ratifications required for the entry into force of the Montr\u00e9al Protocol and for the expansion of the Council from the current 36 seats to 40, the Council approved the convening of an Extraordinary Assembly for the election of the four new Council Members at the end of November 2026.<\/p>\n
Finally, the Council elected the Chairs of its Committees for the coming year. For the first time, Italy will assume the Chairmanship of the Committee on Aviation Security of international civil aviation, a role of particular importance in light of the convening of the Third High-level Conference on Aviation Security (HLCAS\/3).<\/p>\n
The 232nd Session of the Air Navigation Commission (ANC) also concluded, during which numerous proposals for updating the standards and procedures governing international civil aviation were examined.<\/p>\n
The work addressed, among other topics, the digitalization of aeronautical documents, improvements to the safety of flight operations and air traffic management, the use of new technologies for remotely piloted aircraft, and the evolution of communication and collision avoidance systems.<\/p>\n
The Commission also reviewed the progress of the activities of ICAO\u2019s main expert groups and addressed issues related to the implementation of future international standards following the work of the Organization\u2019s 42nd Assembly.<\/p>\n
